Donors pledge $4.4 billion in Syria aid, short of UN needs

Apr 25, 2018

BRUSSELS — International donors on Wednesday pledged an estimated $4.4 billion in humanitarian aid for Syria and neighbors sheltering its refugees in 2018, falling significantly short of the more than $7 billion the United Nations is seeking. An estimated 450,000 people have been killed in fighting in Syria since President Bashar Assad's government cracked down on demonstrations calling for his ouster in 2011. Last year, the World Bank estimated the damage to the country at close to a quarter-trillion dollars, and large swathes of Syrian's largest three cities, Aleppo, Damascus, and Homs, lay in ruins. Eight years into the conflict,...

Thousands protest in Armenia's capital as talks falter

Apr 25, 2018

YEREVAN, Armenia — Tens of thousands of opposition supporters surged into the central square of the Armenian capital again on Wednesday, calling for the leader of their protests to become prime minister as the country labored through a dramatic political crisis. The Kremlin is watching with concern as its small but strategic ally, where Russia has a military base, is wracked by nearly two weeks of enormous demonstrations that prompted its former president-turned-prime minister, Serzh Sargsyan, to resign on Monday. Talks between opposition leader Nikol Pashinian and Karen Karapetian, the acting prime minister, had been expected in the morning but...

EU foreign policy chief says Iran nuclear deal should stay

Apr 25, 2018

BRUSSELS — Any talks between France and the United States on crafting a new nuclear deal with Iran can only "build on" on the current terms, the European Union's chief policy chief said Wednesday. Federica Mogherini's remarks came in the wake of remarks from French President Emmanuel Macron after bilateral discussions with U.S. President Trump that work on a "new agreement" was possible. Trump has been a consistent critic of the international agreement, calling the 2015 pact "insane" and "ridiculous." However, he has declined to say whether he will withdraw the U.S. by the May 12 deadline he has set....

Armenia's political transition unclear after PM's ouster

Apr 25, 2018

YEREVAN, Armenia — The abrupt resignation of Armenian Prime Minister Serzh Sargsyan after two weeks of protests against his rule has caught the opposition off guard: The protesters had focused on driving out what they consider a corrupt elite, and seem to lack the structure or the political platform to replace it. Waving the Armenian tricolor and chanting their leader's name, some 10,000 opposition supporters marched on Tuesday with protest leader Nikol Pashinian to a hilltop memorial complex in Yerevan, the capital of this Caucasus Mountains country, to mark the massacre of 1.5 million Armenians a century ago by Ottoman...

Italy's high court refuses to release migrant rescue ship

Apr 25, 2018

ROME — Italy's highest court has rejected a request by a German group to release its migrant rescue boat seized eight months ago by prosecutors investigating allegations that non-governmental organizations colluded with migrant smugglers. The German group, Jugend Rettet, said Tuesday that it was devastated by the Cassation Court's ruling and that "we will fight for the right to rescue people in danger at sea." Doctors Without Borders said the ruling "sends a working signal (that) Europe will continue to criminalize humanitarian organizations conducting search-and-rescue operations ... rather than strengthening capacities to save lives at sea." Prosecutors told the court...
